INSTRUMENT OF GOVERNMENT
ST ANDREWS MAJOR CHURCH IN WALES VOLUNTARY AIDED PRIMARY SCHOOL

1.       The name of the School is St Andrews Major Church in Wales Primary School.

 

2.      The School is a voluntary aided school.

 

3.      The name of the Governing Body is "The Governing Body of St Andrews Major Church in Wales Primary School".

 

4.      The governing body shall consist of:

(a)        eight foundation governors except at any time when the headteacher has given notice that he/she chooses not to be a governor, when the number of foundation governors will be 7;

(b)        one parent governor;

(c)        one LEA governor;

(d)        one teacher governor;

(e)        one staff governor;

(f)        one co-opted governor for whose appointment nominations are to be sought from Dinas Powys Community Council;

(g)        the headteacher, except at any time when he/she has given written notice to the clerk to the governing body that he/she chooses not to be a governor.

 

5.     The total number of governors is 14 (except at any time when the headteacher has given written notice as above that he/she chooses not to be a governor, when the total number of governors will be 12.

 

6.      The foundation governors in 4(a) above shall comprise:

 

i.          one appointed by the Parochial Church Council of the Parish of St Andrews Major;

ii.          six appointed by the Llandaff Diocesan Council for Education, at least two of whom shall be parents of registered pupils at the school.

7.      (a)        The holder of the following office shall be a foundation governor ex officio:

 

The principal officiating minister of the ecclesiastical grouped parish of St Andrews Major with Michaelston-le-Pit.

(b)        The Archdeacon of the Archdeaconry in which the School is situated shall appoint a foundation governor to act in place of the ex officio foundation governor whose governorship derives from the office named in (a) above, in the event that the ex officio foundation governor is unable or unwilling to act as a foundation governor, or there is a vacancy in the office by virtue of which his/her governorship exists.

8.     The foundation governors must be in a majority of TWO and the number of foundation governors will have to be adjusted where the headteacher decides not to be a governor.

 

In the event of there being a surplus of foundation governors, voluntary resignations will be sought from among Diocesan appointees [not including those who are appointed as foundation parents in accordance with paragraph 6(ii)]. If there are insufficient resignations, written notice of termination of the appointment will be given to those who have served for the shortest period, or in the event of equal seniority, the selection would be made by the drawing of lots.

 

9.      Ethos statement

 

Recognising its historic foundation, the school will preserve and develop its religious character in accordance with the principles of the Church in Wales and in partnership with the Church at parish and diocesan level.

 

The school aims to serve its community by providing an education of the highest quality within the context of Christian belief and practice. It encourages an understanding of the meaning and significance of faith, and promotes Christian values through the experience it offers to all its pupils.

 

10.      In accordance with Regulation 37 (b) of the Government of Maintained Schools (Wales) Regulations 2005, this instrument of government has been made by the Vale of Glamorgan LEA and comes into effect on the date of making.

 

11.       This instrument was made by order of the Vale of Glamorgan LEA on 1 January 2007.
